 According to the US Department of Justice study in 2009, 23% of sexual offenders were under the age of 18 and 40% of victims under the age of 6 were abused by juveniles. Do children ever abuse other children and what can we do to protect and prevent abuse?  What do we do if we know that a child has abused other children?
